non-winning contractors that do not meet your criteria why you are not hiring
them. Just thank them for their time and effort, and let them know you have made
your decision to go with another contractor. Try to leave it at that. If they
push for reasons, limit what you say. If you feel compelled to respond to them,
talk at a high level on why you chose another building contractor, e.g. pricing,
schedule reasons.
